NUWC Newport Division Selects Head of Underwater Combat Systems Department > Naval Sea Systems Command > Saved News Module


Rebecca Chhim, an employee of the Newport Division of the Naval Undersea Warfare Center (NUWC) for more than 21 years, was recently chosen to head the Department of Combat Systems Undersea Warfare (USW), the largest department in the Newport Division. with approximately 625 employees.

In this role, she will provide technical direction and personnel management for the development of underwater combat systems throughout the acquisition life cycle, helping to shape the next generation of USW systems and providing command of the submarine battlespace by the US Navy.

Chhim, a resident of Tiverton, Rhode Island, has worked in cybersecurity and is a leader, innovator, problem solver, and trusted advisor in the cybersecurity and technology communities. Most recently, she held the position of Director of Cybersecurity for USW Combat System Integration for USW Submarines and Systems. As Senior Scientist and Technical Manager, she provided technical leadership and oversight to ensure the long-term management of the technical capabilities of Newport’s NUWC division, with a focus on providing engineering direction to the USW cybersecurity.

Previously, as deputy head of the cybersecurity department, Chhim led the information technology (IT), digital modernization and risk management framework efforts at 100% of Newport’s NUWC division, and was triple cap, also serving as director of business information and acting head of the IT division. Specifically during this time, she launched a major modernization effort to upgrade the IT infrastructure of Newport’s NUWC division. She balanced the surge of adding new technologies and capabilities with the risk of cybersecurity, directing more than 230 civilian employees and contractors to target areas where the IT infrastructure needed to be modernized in order to increase capabilities. and the tools to support digital transformation and the product lines that support the fleet.

Chhim was previously in the USW Combat Systems Department for over 10 years and held the position of Cybersecurity Technical Program Manager, and prior to that he was Cybersecurity Manager for Federated Tactical Systems Warfare under -Marine. She began her career with the Unmanned Underwater Vehicle (UUV) division of the NUWC Division in Newport, ensuring that the architectural and engineering requirements of cybersecurity systems were properly addressed. throughout the acquisition lifecycle, and successfully demonstrating cybersecurity-compliant UUV architectures for at-sea demonstrations.

Chhim received a bachelor’s degree in object-oriented mathematics from the University of Massachusetts at Dartmouth in 2005 and a master’s degree in cybersecurity from Norwich University in Northfield, Vermont in 2007.

The NUWC Newport Division is a United States Navy shore command within Naval Sea Systems Command, which designs, builds, and supports the United States fleet of ships and combat systems. NUWC Newport provides research, development, test and evaluation, engineering and fleet support for submarines, autonomous underwater systems, underwater offensive and defensive weapon systems and countermeasures associated with submarine warfare.

NUWC Newport is the nation’s oldest warfare center, tracing its heritage to the naval torpedo station established on Goat Island in Newport Harbor in 1869. Commanded by Captain Chad Hennings, NUWC Newport maintains significant detachments in West Palm Beach, Florida and Andros Island in the Bahamas, as well as testing facilities in Seneca Lake and Fisher’s Island, New York, Leesburg, Florida and Dodge Pond, Connecticut.
